DaHui Welcomes Professor Shi Zhengwen as Tax Law Expert

On 13 August 2026, DaHui welcomed Professor Shi Zhengwen as a Tax Law Expert at a ceremony held at the firm, followed by a seminar on new tax rules and practical issues concerning offshore trusts.

Professor Shi is a Professor and Doctoral Supervisor at the School of Civil, Commercial and Economic Law of China University of Political Science and Law, Director of the University’s Research Center for Tax and Fiscal Law, and Qian Duansheng Distinguished Chair Professor. DaHui’s partners and lawyers attended the event.

Professor Shi has long focused on tax and fiscal law, comparative tax law, economic law, and public finance. He also serves as Vice President of the Tax and Fiscal Law Research Society of the China Law Society, Executive Council Member of the Chinese Tax Institute, Deputy Director of the Academic Committee of the China International Taxation Research Institute, Legal Counsel to the Ministry of Finance, and Economic and Financial Oversight Consultant to the Standing Committee of the Beijing Municipal People’s Congress, among other positions.

Professor Shi has participated in legislative consultation on major laws, including the Value-Added Tax Law, Enterprise Income Tax Law, Individual Income Tax Law, Law on the Administration of Tax Collection, Budget Law, Environmental Protection Tax Law, and Customs Law. He has published more than 30 books and over 160 academic papers and has led or participated in more than 20 national and provincial-level research projects.

The seminar focused on the "Announcement on Matters Concerning Individual Income Taxation of Offshore Trusts" issued by the Ministry of Finance and the State Taxation Administration. Participants discussed key tax and compliance issues under the new rules, drawing on practical cases involving offshore trusts and high-net-worth individuals.

Professor Chi brings extensive expertise in tax and fiscal law to DaHui, further strengthening the firm’s capabilities in the areas.
